Nueva Vizcaya 1st in PH to reward CS exam topnotchers

BAYOMBONG, Nueva Vizcaya (June 19, 2023)—In a historic move, the Sangguniang Panlalawigan here has unanimously approved the “Nueva Vizcaya Civil Service Examination Topnotcher Ordinance” during its 42nd Regular Session on Monday, June 19, 2023.

Authored by Board Member and floor leader Patricio Dumlao Jr., the Ordinance grants a cash incentive of P200,000 along with a plaque of recognition to a Novo Vizayano resident who achieves the top ranking in the Civil Service Eligibility Examination.

Dumlao said this financial reward serves as a tangible expression of appreciation for the individual’s exceptional performance and commitment to excellence.

Director Elpidio Bunagan Jr., CSC Nueva Vizcaya field office director, expressed his enthusiasm for the ordinance which aims to encourage the people of Nueva Vizcaya and inspire them to excel further in their pursuit of the Civil Service Eligibility (CSE) Examination.

Bunagan emphasized the significance of the CSE Examination as a fundamental requirement for entering government service positions that do not necessitate any board examination.

“The ordinance’s approval positions Nueva Vizcaya as the first province in the Philippines to establish such recognition and incentives for outstanding performance in the CSC Civil Service Examinations,” he said.

Dumlao expressed his satisfaction with the approval, highlighting the ordinance’s potential to encourage and inspire Novo Vizayanos to continuously improve their performance in the examination.

“I believe that this initiative will not only benefit the recipients but also contribute to the overall growth and development of the province,” he said.

The provincial board’s approval of the Nueva Vizcaya Civil Service Examination Topnotcher Ordinance sets an inspiring example for other provinces in the country.

Dumalo said this sends a clear message that recognizing and incentivizing exceptional performance in civil service examinations is a crucial step toward fostering a highly qualified and competent government workforce.

“As Nueva Vizcaya paves the way for recognizing and rewarding CSE topnotchers, it reinforces its commitment to excellence and demonstrates its dedication to promoting meritocracy and professionalism in public service,” he added.

Dumlao said the province’s forward-thinking, For-The-People approach, positions it as a frontrunner in encouraging Novo Vizayanos to aim higher, achieve more, and contribute to the betterment of the entire community.

“With the ordinance now in effect, the province sets a new standard for acknowledging and incentivizing exceptional performance, fostering a culture of excellence, and inspiring future generations to excel in their pursuit of civil service careers,” he said.
