New citizen soldiers complete BCMT, bolster PH’s northeastern defense

PALANAN, Isabela—In a ceremony marking a significant milestone in the nation’s defense and disaster response capabilities, a total of 120 civilian volunteers graduated from the Basic Citizen Military Training (BCMT) Class 12-25 here on Thursday (November 13, 2025).

Col. Monib Mamao, Group Commander of the 2nd Regional Community Defense Group, Reserve Command, Philippine Army (2RCDG-Rescom-PA), said that the graduates, who completed a rigorous 45-day training program, are now poised to join the ranks of the Armed Forces of the Philippines (AFP) as reservists, ready to serve their country and contribute to the nation’s security.

He said that the graduation ceremony was a demonstration of the unwavering commitment of these citizen soldiers, who have voluntarily taken up the challenge to defend their country and support national development. 

“Their training has equipped them with the skills to support operations spanning disaster relief and humanitarian assistance to territorial defense, making them an invaluable asset to the AFP,” Mamo said.

The BCMT program is a key component of the AFP’s strategy to rapidly expand its active force and enhance its capabilities. The reservists will integrate into ready reserve units, playing a vital role in supporting the AFP’s mission to protect the nation and its people. Their skills and local knowledge will be essential to securing the vast northeastern coast, particularly amid emerging security challenges.

The graduation of these reservists is particularly significant, as it aligns with the operational demands of the Comprehensive Archipelagic Defense Concept (CADC). The CADC depends on a distributed defense strategy, making these local reservists invaluable for providing manpower and local knowledge critical for securing the country’s territorial waters and resources.

Mamo said that one of the key areas where these reservists will make a significant impact is in the monitoring and protection of Benham Rise, also known as the Philippine Rise. This resource-rich and strategically important underwater plateau is an integral part of Philippine territory, and the presence of trained reservists will deter illegal activities and secure this vital area.

The 2RCDG-Rescom-PA and local executives lauded the graduates, highlighting their voluntary service as a crucial investment in national security and disaster response.

According to Mamao, the reservists of this coastal town now stand as a frontline defense for the northeastern frontier, reinforcing the safeguarding of the Philippine archipelago. 

“Their graduation marks a new chapter in the nation’s defense and security landscape, one that is characterized by a whole-of-nation approach and a commitment to protecting the country’s sovereignty and territorial integrity,” he said.

Mamao also said that as the nation welcomes these new citizen soldiers, it is clear that their service will have far-reaching implications for the country’s security and development.

“Their bravery, selflessness and dedication to service are an inspiration to all Filipinos, and their contributions will be felt for generations to come,” he added. 

Palanan Mayor Angelo Bernardo extended his gratitude and congratulations to the new reservists, commending their courage, discipline, and patriotism.

“May the lessons you’ve learned shape your character and inspire you to continue contributing to the peace, progress, and order of our community,” he said, emphasizing that serving the country is an honor, not just a responsibility.

The local government unit also lauded Mamao for his outstanding leadership and initiative in establishing and institutionalizing the BCMT program in the municipality, recognizing his efforts as exemplary.
