Mr. President, I vote yes to the ratification of the Bayanihan to Recover as One Bill.
It is a measure that will help the road to our economic recovery, while at the same time providing immediate relief and protections for those in need, such as our valiant doctors, nurses and other health workers.
I express my gratitude to the Chair and to my fellow Senate members of the bicameral conference committee not just for accepting, but also for defending, two important amendments I proposed for two of the harder-hit segments of our population: our micro and small entrepreneurs, and our teachers.
Matutulungan natin ang mga negosyanteng Pinoy na apektado ng pandemya sa mga operating expenses kagaya ng ilaw, kuryente, at iba pa. Mula sa mga old-school sapatero ng Marikina hanggang sa mga “sis” na online sellers, may programang pantawid pautang para mairaos ang sigwang ito.
Matutulungan din natin ang ating mga dakilang guro sa pamamagitan ng pagtitiyak na ang mga paaralan na tatanggap ng mga grant mula sa gobyerno ay hindi magtatanggal ng empleyado sa loob ng siyam na buwan o ang kahabaan ng academic year na nagsimula na nitong Agosto.
While I support this measure and understand the urgent imperative to accelerate economic recovery in these unprecedented times, I will not renege on my responsibility to scrutinize how these funds are used. Sabi nga ng isang World Bank study, sa panahon ng isang pandemya, mas mahirap maging mapagmatiyag ng pera dahil mabilisan ang mga desisyon at emergency ang mga pangangailangan. Pero HIGIT NA MAHALAGA ang maging mapagmatiyag dahil ang perang iyon ay kailangang kailangan ng mga mamamayan. Patuloy tayo magbabantay.
